On 10 February 2025, the Minister of Infrastructure, Dariusz Klimczak announced significant facilitation of construction investment processes aimed at accelerating infrastructure development in Poland. During a conference in the Łódź Special Economic Zone, he presented a draft law aimed at simplifying regulations and increasing the efficiency of investment implementation.
Assumptions of the proposed law
A bill aimed at facilitating the investment process has been drafted at the Ministry of Infrastructure. Minister Klimczak emphasised that he would not allow the creation of regulations that hinder investment, and he also emphasised the importance of simplicity in legal regulations as a key element in accelerating investment.
The most important aspect of the new law is the deregulation and simplification of existing legal procedures. The aim is to create a more business-friendly environment, which in the long term should contribute to accelerating the country’s economic development.
Investment plans for the coming years
During the conference, the heads of all government infrastructure management institutions discussed their investment plans. One important point was to emphasise the cooperation between ports, maritime authorities, the Central Communication Port, Polish Railway Lines, GDDKiA and Polish Waters. This cooperation aims to implement investments that have a positive impact on the economy and the transport system.
Minister Klimczak announced tenders for investments worth 80 billion zlotys in 2025. The plans include the construction of roads, railways, water and air infrastructure. He pointed out that after a year of intensive work, a comprehensive investment plan had been created, including projects that had been waiting for implementation for many years.
The minister emphasised that infrastructure investments are crucial for the health of the economy. The cooperation between the infrastructure and economy ministries aims to support companies and attract new investments, which in turn has a direct impact on the growth of the Polish economy’s competitiveness.
Infrastructural ‘Golden Triangle’
During the conference, the Deputy Minister of Development, Michał Jaros, drew attention to the possibility of creating the so-called ‘golden infrastructure triangle’ covering Warsaw, Łódź, Wrocław and Poznań. The new infrastructure, including the CPK ‘Y’ (airport), on which HydroBIM engineers are working, is intended to attract investors and increase the development potential in the region.
Will the ducks thwart the ambitious plans?
It is good to hear about simplifying procedures and speeding up the process of issuing administrative decisions. Meanwhile, according to Dziennik Gazeta Prawna, the Ministry of the Environment is preparing to place bird species such as mallards under strict protection. If this happens, it could significantly affect the implementation of infrastructure investments, including those under the ‘Eastern Shield’ program, as it will be more difficult to obtain environmental decisions.

The Ministry of National Defence argues that delays could have serious strategic consequences, especially in the current geopolitical context. Local authorities fear that every decision to protect additional bird species will extend the implementation time of infrastructure projects by at least a few months.
The Ministry of Climate and Environment presents a different perspective, emphasizing that the population of many bird species is in a state of collapse and that hunting contributes to a further decline in animal numbers. In response to the concerns of the environmental community, the ministry proposes to shorten the list of game animals, including mallard ducks, arguing that hunting negatively affects the habitats of protected species.
Conclusions
The aim of the new legislative initiative is to create a friendly environment for investors by simplifying regulations and procedures in construction.
